With Achille Occhetto was among the executives who in 1989 transformed the Pci in "the Democratic Party of the left" issue becomes political coordinator in 1990 before and then National Secretary in 1994 (after the defeat of the Liberals in elections and the resignation of Occhetto). The road to the Presidency of the Council for he looks at that point Esplanade, especially after the dissolution of the traditional parties because of Blizzard Tangentopoli.
Those are also the years of descent into the field of Silvio Berlusconi, able to go straight into the heart of Italian power. For his part, D'alema, Secretary of the main opposition party, will lead a tough battle against the founder of Forza Italy. Battle which led him to strike a deal with Mr Buttiglione and Umberto Bossi, which will lead to the fall of the Government of the pole with the famous "reversal" and the subsequent birth of Government Dini in January 1995. The opportunity is golden for the shrewd politician diessino, which then will prove to be the Director of the center-left victory 1996 policies and the rise of Romano Prodi government. On February 5, 1997 Massimo D'Alema was appointed Chairman of the Parliamentary Committee on institutional reform. After about a year the bicameral shipwrecked: the majority and the opposition fail to reach an agreement on the topic always burning issue of Justice.

For many it is the betrayal of the spirit of the olive, because rumors of Palace speak of a "conspiracy" of the same D'alema to bring down Prodi. A move, truthful or not, that he was still reprimanded by large slices of the public. As the first post-Communist Government Italian driving, it was definitely a historic achievement. As Premier D'alema makes some unpopular decisions, such as to support NATO's mission in Kosovo gaining international reliability but also attracting criticism and the disdoro of that part of the left against the intervention.

D'Alema wins the duel with Alfredo Mantovano (An), but many accuse him of thinking only of himself, doing little campaign for the olive tree. Surprises everyone in July 2001 when it declares that the Ds should protest against the G8 in Genoa. He was the one to propose the Genoese capital for the Summit. When in town bursts loose and the protester Carlo Giuliani is killed by a policeman, D'alema does turnabout. Now openly in crisis with his party, the usual Congress supports the candidacy of Piero Fassino to the Secretary of the Ds, which will later be precisely regularly elected to head of political education. Many people think that Massimo D'Alema, politician from character scornfully and sharp, was the only one with the ability, intelligence and the moral authority to lead his party and the biggest Coalition at the time of the olive tree; various vicissitudes and infighting led him though in later years to take a role, if not marginal, even though leading. Massimo D'Alema is also the author of several books.
