Definition of Municipal Government

The municipal government is exercised its power over a municipality, mimic administrative political unit within a national State, with greater or lesser autonomy according to the countries. It also receives the names of City Council (Spain or Mexico); City Hall is called in Colombia; and in Bolivia, Municipal self-government.
The term municipality is used in Chile, Peru, Costa Rica and Argentina. Referring to the latter country, the municipality of Buenos Aires was created by Decree of the then Governor of the province of Buenos Aires and Director of the Confederation, Justo José de Urquiza, on September 2, 1852, to be a model for cities in the rest of the country, considering that the interests and the city's heritage would be better managed by a local authorityclosest to the residents and their problems.
The municipalities of the province of Buenos aires (Argentina) have the same powers of the national and provincial State: the Executive Branch, headed by the Mayor, elected by the people of the municipality, and also composed his Secretaries, comprise the Executive Department. Currently the city of Buenos Aires is governed by a head of Government and a Vice Chairman, who is the President of the legislature (the legislature exercises the legislative power) and replaces the head of Government. The judiciary is headed by the Supreme Court of justice.


Definition of Municipal Government

The municipal government is exercised by a mayor and a City Council. Both the Mayor and the City Council members are popularly elected by direct vote.
The Mayor is the Executive authority. The City Council is the deliberative body of the municipality and exercise control over the administrative activity of the Mayor. Acts of legislation dictated by the Council are called Ordinances.
The mayor shall be suspended in the exercise of the Office when the Council, by decision expresses and motivated and the vote of the ³⁄₄ parts of its members impruebe memory and its annual management account. In this same Act the Council shall convene a referendum which will be held in 30 days so that local voters decide on the revocation or not the mandate of the Mayor.
The municipal councils will be integrated in the following manner:
1. By five Councillors in ye municipalities with up to fifteen thousand inhabitants.
2. By seven Councillors in municipalities that have fifteen to fifty thousand inhabitants.
3. By nine councillors in municipalities that have fifty thousand to two hundred thousand inhabitants.
4. By eleven Councillors in municipalities that have two hundred thousand one to five hundred thousand inhabitants.
5. By thirteen Councillors in municipalities that have a 500,000 one to seven hundred and fifty thousand inhabitants.
6. by fifteen Councillors in municipalities that have seven hundred fifty thousand one to one million inhabitants.
7. By seventeen Councillors in municipalities that have more than one million inhabitants.


Concept of Municipal Government

A municipality is an administrative entity that can be grouped in a single locality or several, which can refer to a city, town or village.
The municipality is composed of a territory clearly defined by a municipal limits (although sometimes it is not continuous territorially, and may extend beyond its limits with exclaves and presenting enclaves of other municipalities) and the population that inhabits it regulated legally by statistical tools such as the municipal register and mechanisms that give rights, such as the avecindamiento or legal neighbourhoodthat considers only neighbor to the inhabitant that meets certain characteristics - origin or antiquity - and not the mere resident.

In ancient Rome, a municipium (Latin word which originates the "municipio" castellana) was a free city that is ruled by its own laws, although its inhabitants enjoyed very different legal situations, because they obtained their rights not by their residence therein, but by the possession of Roman citizenship, the condition of freedom or slavery, etc.
In some countries, equivalent to the municipalities entities are called "communes" (for example, French commune, Italian comune or the Swedish kommun). The term derives from the medieval commune (Italian city-States, Imperial free city).


Definition of Municipal Government

City Council, Mayor, local Corporation, municipal corporation, local government or municipal government, are different names for the institution which performs the functions of organ of Government or local authority of a municipality.

Municipal governments are elected by citizens bodies which are competent to exercise the Executive and administrative functions that correspond to the third political-administrative level of Government.
Municipal governments may define how to comply with the duties and functions assigned by the departmental government by Decree departmental or incorporated by law.
They are tasks of municipalities, among others, draw up and submit to the / Mayor/a and the neighborhood Council of the municipality, the Municipal Development and Municipal budget Plan, as well as run them and manage them in accordance with the provisions in force.

• Planning, implementation and maintenance of works relating to the secondary road network.
• Maintenance of street lighting located on secondary streets.
• Cleaning and maintenance of public spaces and green areas up to 10,000 m2.
• Social, cultural and environmental protection programmes.

• Ensure respect for rights and fundamental guarantees.

• Foster the institutionalized participation of the / neighbours in the communal life through neighborhood councils.
