2 Meaning of dissent

The word dissent concerns the disagreement, the disagreement between two or more people on a question in particular. Dissent is, the lack of agreement on something.

Democratic choice says no, and that is enough consensus on the "basic rules of the game": the institutions created to discipline the conflict and protect the rights and freedoms of individuals and groups on the basis of the principle of majority tempered by minority guarantees, and can have dissent, and hence possibility of changeabove all the rest, while be questioned why the democratic legitimacy, but on the contrary, exalted insofar as this dissent runs effectively.
