1. Concept of public

From latin publĭcus, the public term is an adjective that refers to that or that which is notorious, manifest, obvious, known or seen by all. For example: "a public deed of this magnitude not could go unnoticed for the President", "Diego Maradona is a public figure and should know that his words are always reproduced by means of communication around the world", "Had No any shame undressing in public".
The public, on the other hand, is the set of people who gather in a certain place with a purpose (in general, to attend a show): "the public filled the theatre to listen to the catalan singer-songwriter," "party was a failure: the public did not take even half of the stadium", "members of the theatrical work no longer know what to do to attract more public room".
Public is also that which belongs to the whole society or common people is used as a concept to private. A public hospital, in this sense, is the one that is financed by State contributions (i.e., with the money that citizens destined to the payment of taxes) and has no owner. It can be used, therefore, by any person.
Public enterprises are managed by the State. They differ from private companies, whose capital is in the hands of entrepreneurs or investors freelancers who do not manage state money.
In a similar sense, the public space is the open society as a whole, while private space may be closed or administered according to the interests of their owners.

Publics are State-owned goods which are used for all inhabitants, as a public square. Public services are those provided by the State to the people and which are funded through taxes, such as education, health, security and justice. Public employees are those whose employer is not a natural person or legal private, but the State. Civil servants in the Republic Argentina enjoy stability in their jobs, and can only be dismissed for just cause.
When public goods passed to private hands is called privatization process that was very common in the 20th century because of neoliberal policies, where the State should leave the economy in private hands.
Expenditures that carries out the State in a certain period of time in the exercise of its functions, is called public spending, and must respond to a budget. State assets is called Exchequer.
Public law is regulated relations in which the State is a party, and general areas of concern, with the imbalance in the relationship, are treated, since the State is in a relationship of greater power, as opposed to private law, that interests only to conflicts between individuals, where the parties are in a situation of greater balance in defence of their interests.
Public passenger transport are the means of transportation that use people, without being owners of vehicles, paying for the service to private (for individuals) or public (State-owned) enterprises.

3 Meaning of public

The public word comes from the latin publĭcus, and is defined as that which is visible and noticeable for everyone. As opposed to private, the word publigo has a lot of meanings depending on the context in which it is used.
For example, is called public sector all institutions and organisations that are administered by the State to create and enforce the laws. In most countries, the public sector is represented by the Executive, legislative and Judicial powers, but their scope and powers vary according to each nation.
Along with governance issues, to goods that are of the State are known as public goods, while the services that it provides to its citizens are referred to public services. These include things such as public lighting, water services, transport, public schools and, in some cases, banking services, telephony and electricity.
In the business world, companies whose shares can be purchased on the stock exchange is known as public companies, although the term also applies to companies that are owned by the State.
In the world of intellectual property, the term public domain is used to refer to all those content whose use is completely free to anyone who wants them to use. Art materials may be in the public domain either because so the author decided to it or because the laws protecting a creation have expired.
The spaces where anyone is free to walk and circular referred to as public spaces, and are they opposed to the private spaces in which only persons authorized by the owner can be circular.
