What is the Meaning & Definition of rule

The word rule introduces a recurrent use in our language and we use it especially when we want to express the management authority and the address that someone exerts on something. Meanwhile, is in the area of policy where it mostly mentions the word rule since it concerns precisely the control exercised by an individual in a nation with the authority conferred by a legislative body, or by the decision of the people through the vote. All actions e.g. a President of a country carried out in the execution of his office involve the action of governing.
Meanwhile, he referred to generally as Government to that authority which has the Mission of directing the political destinies of a homeland, control and manage all the organs of the State. Now, that authority mentioned above can be embodied by a President, as we indicated lines up and in presidential systems or a Prime Minister as parliamentary monarchies, among others.
It is to that authority that the magna carta or the State Constitution gives the power to govern, and for instance, exercises executive and political power of the society in question.
Noteworthy is that it must not confuse the Government with the State, given that the State is embodied by the political, social and economic organization of a territory and that is constituted by various organs and institutions, while the Government is exercised by individuals who belong to a political group and once they met its mandate leaving the Government. And this is the main difference, which the Government changes and the State does not, remain.
But as we said at the beginning of the word rule it has other uses beyond the politician and then through it is possible to express the following points and actions: Guide; direct (Mario governs the club team); manage and exert dominance over another individual (my father governs all at home); When a boat of any size is due to the rudder (this boat is easy to govern, as you'll see); and guided by a standard or rule (but gobernas class with authority will not make case).
