He was born on 6 July 1840 in Temascalcingo, State of Mexico. Son of Philip Velasco and Maria Antonia Gomez Obregon Velasco. In 1849 his family moved to the City of Mexico, in where his father died a few months of arrival.
Jose Maria worked as a dependent in a clothing store, at the same time studying at the College Lancasterian of Santa Catarina Mártir, where demonstrated fondness for drawing. In 1855, he entered the Academy of San Carlos. A few months later, he joined the landscape class taught by the Italian painter Eugenio Landesio.
